if your firewall was 'ON' you need to port forward but you have easy way you should firewall off but that was not safe you can get virus on your server host better forward the port make sure your emulator port and your launcher.exe port was same

Change the RFWebEmuConsole.exe webport from 80 to 81 or 85 for example open the .config file

<?xml version="1.0" encoding="utf-8" ?>
    <supportedRuntime version="v4.0" sku=".NETFramework,Version=v4.5" />
    <!--Enter your server ip-->
    <add key="ServerIP" value=""/>
    <!--Enter the path to your PatchInfo.z -->
    <add key="PatchInfoPath" value="Download/"/>
    <!--Launcher Version-->
    <add key="main_launcher_ver" value="717"/>
    <add key="LPServerInfo_ver" value="717"/>
    <add key="PatchInfo_ver" value="717"/>
    <add key="LPServerInfoPort" value="8080"/>
    <add key="newRFCABPort" value="80"/> <<<<<<<<<<<<<<<<<<< change to 81 or 85
    <add key="PatchInfoPort" value="10007"/>
