Cost To Make a Game Like RF Online

I'm wondering about how much money it need to make a similar game as rf online with improved system and graphic.
I'm planning to make a similar MMORPG as Rf Online on consoles around years 2023-2030.
It's just a plan

A full, high quality MMO with custom models, netcode, soundtracks etc is in millions of $.
Naturally you can't use any IP from RF for legal reasons.

For example WOW took 60m$ in 2004.
Everquest 2 was around 15m$.
Indie MMO's with small teams and time ~5m$.


Less if you have a lot of free time and are great at everything from 3d modelling, sound design, story writing, networking, C#/C++, level design, artwork, debugging, QA, marketing, databases etc

The easiest way is to form a small development group and get signed by a publisher. I have a few dev friends who went this route.

Although keep in mind meeting publisher requirements is its own level of stress... at least from what I hear.
